NATIONAL BACKING

National Backing

Built on MIIT's education infrastructure: every certificate is issued by the MIIT Education and Examination Center, with question banks developed by Peking University and the Institute of Computing Technology, Chinese Academy of Sciences. Five tracks cover electronics (ECL), AI (YAI), programming (YCL), science literacy (SCL) and drones (YUL).

PRODUCTIVE FAILURE

Teaching Approach

Courses are built on productive failure (Manu Kapur, ETH Zürich), combined with constructionism (Papert) and experiential learning (Kolb), and rooted in the Chinese educational traditions of teaching to the individual and craftsmanship. The core is a four-step loop — predict → build → observe → adjust — so that in the making, a child learns to ask the next question.

Four Learning Streams

Early Discovery (ages 4–8, screen-free programming, 64 lessons), Innovation Practice (6–12, mechanical and AI construction, 160 lessons across 10 levels), Wonder Lab (AI interactive cube, 14 modules) and the IITC Competition (6–16, held annually) form a complete path from first curiosity to competing for real.

GBA PIPELINE

Greater Bay Area Pipeline

A government-accredited Zhuhai–Hong Kong–Macau Youth Employment and Entrepreneurship Practice Base (Jinwan, Zhuhai, 2024) and a Zhuhai learning centre support cross-border exchange, Greater Bay Area technology experiences and competition training, with a route straight through to the Zhuhai Hengqin provincial final. Courses also align with Hong Kong's Life-wide Learning and Sister School Grant (LWLSSG).

LOCALIZED FOR HK

Localised for Hong Kong

The national curriculum is fully localised into Traditional Chinese and adapted to the Hong Kong school system and to how children develop; the foundation level uses age-appropriate, hands-on task design, serving local kindergartens, primary schools and families.

Instructor training, lesson-by-lesson teaching guides and classroom resources accompany the Wonder Workshop method, so schools and teachers can deliver the courses with confidence; the teacher area holds the full set of materials for download.

“The Youth Information Technology Training Project” is jointly initiated by the Education and Examination Center of the Ministry of Industry and Information Technology, the China Electronics Education Society, and the China Industry and Information Publishing Media Group – Beijing Xintong Media Co., Ltd. The program aims to cultivate the abilities of young people in areas such as artificial intelligence, science and technology, and human-machine collaboration. It provides young people with proof of their abilities in these fields through assessments or activities.

Key initiatives include: assessments of young people’s proficiency in artificial intelligence technology, assessments of their proficiency in artificial intelligence programming, assessments of their proficiency in non-screen programming, assessments of their scientific literacy, and assessments of their proficiency in drone technology.

Youth Information Technology Training Project

I. Basic Introduction

“The Youth Information Technology Training Project” was jointly initiated by the Education and Examination Center of the Ministry of Industry and Information Technology, the China Electronics Education Society, and the China Industry and Information Technology Publishing and Media Group—Beijing Xintong Media Co., Ltd. It aims to cultivate teenagers' capabilities in artificial intelligence, science and technology, and human-machine collaboration, providing them with competency certification in these fields through assessments or activities. Key projects include: the Youth Artificial Intelligence Technology Proficiency Test, the Youth Artificial Intelligence Programming Proficiency Test, the Youth Screen-Free Programming Proficiency Test, the Youth Science and Technology Literacy Test, and the Youth Drone Technology Proficiency Test.

II. Project Background

The implementation of The Youth Information Technology Training Project strictly adheres to national policies on science and technology education, artificial intelligence education, and information literacy enhancement. The State Council's "New Generation Artificial Intelligence Development Plan" explicitly mandates the introduction of AI-related courses in primary and secondary schools, gradual promotion of programming education, and the advancement of universal intelligent education. The Ministry of Education's "Compulsory Education Information Technology Curriculum Standards" designate information technology as a national compulsory curriculum, incorporating programming, algorithms, artificial intelligence, and data security into mandatory teaching content to comprehensively strengthen adolescents' digital literacy and innovative thinking. As the education digitalization strategy advances, AI literacy education and practical technological skills development have become pivotal components of quality-oriented education in the modern era. Grounded in authoritative policy guidance, this program establishes a scientifically structured training and assessment system to equip adolescents with the competencies required for the digital age and cultivate future talent for building a technologically advanced nation.

III. Significance of the Project

The implementation of The Youth Information Technology Training Project holds significant practical importance for fostering students 'holistic growth. In terms of student development, the program is grounded in adolescents' cognitive patterns, helping them cultivate scientific digital literacy and information ethics awareness while enhancing comprehensive abilities in independent thinking, self-directed inquiry, and innovative creation—laying a solid foundation for adapting to learning and daily life in the intelligent era. Regarding skill acquisition, the program focuses on core competencies such as programming thinking, algorithm application, foundational artificial intelligence, and problem-solving, improving students 'logical reasoning, hands-on practical skills, and collaborative innovation capabilities, thereby transforming information technology knowledge into applicable and demonstrable practical skills. Additionally, the program features a tiered assessment system that provides phased evaluations of students' programming and IT proficiency, clearly reflecting learning outcomes, identifying weak areas, and offering scientific guidance for future learning plans—thereby supporting adolescents' steady growth in the digital age.

(a) MIIT Education and Examination Center

A public institution directly under the Ministry of Industry and Information Technology. It runs China's Computer Technology and Software Professional Qualification examinations, the professional level examinations for the telecommunications industry, vocational skills accreditation for the electronics and communications sector, the National Information Technology Talent Training Programme, and the industrial workers' online platform.

(b) China Electronics Education Society

Founded in October 1994 under the Ministry of Education and registered with the Ministry of Civil Affairs, the Society is a national, academic, not-for-profit body. Its members are electronics education institutions and companies from across the country, and its secretariat is based at Xidian University.

2. The programme is operated by China MIIT Publishing and Media Group — Beijing Xintong Media Co., Ltd.

China MIIT Publishing and Media Group is a central cultural enterprise built on the Posts and Telecom Press and the Publishing House of Electronics Industry, and belongs to the Ministry of Industry and Information Technology. It currently oversees Beijing Xintong Media, the Posts and Telecom Press and the Publishing House of Electronics Industry, together with their wholly owned and joint-venture subsidiaries.

Beijing Xintong Media works to the national strategies for a strong network and a strong manufacturing base, and is well known in the sector for media, academic publishing, exhibitions, education and training, book publishing and knowledge services.

3. Expert committee

Specialists from ten universities sit on the expert committee, providing technical support for the assessments and outreach activities the workstation runs, writing appraisals of outstanding candidates' work, and issuing jointly signed expert endorsements.

The committee includes Professor Li Shuangshou, Director of the Basic Industry Training Center at Tsinghua University; Professor Fan Lei of the School of Education, Capital Normal University; Professor Li Ruifeng, Deputy Director of the Robotics Institute at Harbin Institute of Technology; Associate Professor Liang Kongming of the School of Artificial Intelligence, Beijing University of Posts and Telecommunications; Associate Professor Peng Tu of the School of Cyberspace Science and Technology, Beijing Institute of Technology; Professor Wang Wei of the Robotics Institute, Beihang University; Associate Professor Weng Kai of the College of Computer Science, Zhejiang University; Professor Xiao Jun, Deputy Dean of the School of Artificial Intelligence, University of Chinese Academy of Sciences; Professor Xie Guangming of the College of Engineering, Peking University; and Associate Professor Zhao Weidong of the School of Computer Science, Fudan University — alongside front-line specialists from universities and schools nationwide and chief judges from the associated competitions.

The Hong Kong branch

March 2025 — launch

The Hong Kong branch was launched at Hong Kong Science Park. The launch was supported by the China Radio and Television Hong Kong Bureau of the National Radio and Television Administration, the China Education Exchange (Hong Kong) Centre, the Soong Ching Ling Foundation Hong Kong, the New Territories School Heads Association, HKBU Affiliated School Wong Kam Fai Secondary and Primary School, and Bauhinia Knowledge magazine and its readers' association.

More than a hundred guests attended, including university professors from the mainland and Hong Kong, representatives of the Guangdong Youth Development Foundation and the Guangzhou Youth Federation, and school principals and teachers. The ceremony was opened by Yang Youcai, Deputy Secretary-General of the Youth Education Branch of the China Electronics Education Society; Legislative Council member Tang Fei; Dr Xu Yanqin, who heads the Hong Kong branch; and Professor Lung Cheuk-yu of the Department of Systems Engineering and Engineering Management, The Chinese University of Hong Kong.

July 2025 — competition

The 2025 "AI Without Borders" Greater Bay Area Youth AI Innovation Competition was held at Bauhinia Academy in Hong Kong. More than a hundred primary and secondary students took part, from Hong Kong, Beijing, Shenzhen, Zhuhai and Jiangmen, across AI programming, image generation, creative design and human–machine collaboration. The two events — "IITC Creating the Future" and "AIGC Imagining the Future" — showcased both innovative thinking and practical skill.

August 2025 — Hong Kong examination centre

The Examination Assessment Centre of The Youth Artificial Intelligence Technical Level Test was established at HKBU Affiliated School Wong Kam Fai Secondary and Primary School.

October 2025 — MIIT-certified teacher training

The Hong Kong teacher training session for the Youth Information Technology Training Project was held at HKBU Affiliated School Wong Kam Fai Secondary and Primary School. Forty-one technology teachers from schools and organisations across Hong Kong attended. The session covered the Youth Artificial Intelligence Technology Proficiency Test framework and the use of the associated AI hardware (UCMAKE).

February 2026 — IITS AI Education and Innovation Centre

IITS and HKBU Affiliated School Wong Kam Fai Secondary and Primary School jointly established the IITS AI Education & Innovation Centre at the school.
